EARTHSPARK REQUEST FOR PROPOSALS

EARTHSPARK APPEL D'OFFRES

Dear power generation community and potential collaborators,
 
EarthSpark International is pleased to announce an exciting opportunity today: A Request for Proposals (RFP) for 1-3 power generation systems for community-scale microgrids in the South Department of Haiti. 
 
The grids envisioned in this RFP will be community-scale microgrids delivering 24/7 affordable, reliable, clean electricity to ‘down-town’ areas of rural towns to enhance quality of life and unlock economic potential.
 
Building on EarthSpark’s groundbreaking microgrid work, this RFP is an exciting opportunity to expand energy access across rural Haiti as part of EarthSpark’s vision to scale a model that can build 80 community micrgrids over the next 5 years.  The successful Bidder will design, install and commission a power generation system for a microgrid in Tiburon, Haiti, and, optionally in two additional towns in Haiti’s southern peninsula. The bids should propose development plans for 1-3 “turn-key” microgrid generation systems but not include distribution systems, which are outside the scope of this RFP. Bids will be accepted in English and French. Contracting and warrantees will be in English.

EarthSpark International a le plaisir d'annoncer une opportunité stimulante : un appel d'offres pour 1 à 3 systèmes de production électriques pour des mini-réseaux à l'échelle d'une communauté, dans le département du Sud en Haïti. 

Les réseaux présentés dans cet appel d'offres fourniront une électricité bon marché, verte, fiable et 24h/24, 7j/7, aux habitants des centre-villes de communautés rurales qu'ils desserviront, afin d'améliorer leurs conditions de vie et de débloquer leurs perspectives de développement économique.  

S'appuyant sur le travail innovant de EarthSpark dans le domaine des mini-réseaux, cet appel d'offres est une formidable occasion d'étendre l'accès à l'électrité dans le milieu rural haïtien, et fait partie de la vision de EarthSpark consistant à construire un modèle aboutissant à la construction de 80 mini-réseaux communautaires dans les 5 prochaines années. Le soumissionnaire retenu concevra, installera et réalisera la mise en service d'un système de production électrique pour un micro-réseau couvrant la ville de Tiburon, Haïti, et facultativement de deux autres villages dans la péninsule méridionale d'Haïti. Les offres contiendront des projets de développement pour 1 à 3 systèmes de production électriques, mais n'incluront pas les systèmes de distribution électrique correspondants, qui sont hors du cadre de cet appel d'offres. Q&A

Answers to common questions will be posted here. Questions can be sent to info@earthsparkinternational.org or using the form below. 

1. Is there a nationality requirement for bidders?
No, there are no requirements for nationality of bidders or manufacturers. 

2.  What is the specific size requirement?
Bidders are encouraged to design a system that meets the load curve profile provided in the RFP. Bidders have the option of including a diesel generator in the design or of submitting a 100% renewable energy. All submissions should envision 24/7 electricity for loads as described in the RFP.

3. What are the payment terms?
Payments will be milestone-based and will be negotiated during the contracting phase. Fixed price bids will be regarded favorably.

4. How is this project funded?
Funding has been secured for the Tiburon grid, primarily with a grant from the OPEC Fund for International Development (OFID). EarthSpark is still seeking funding for the two additional optional starter grids. We hope to secure this funding before the bids are due in May. Bidders may choose to submit a bid only for the Tiburon grid.

5. Should the system be sized to meet the 2018 or 2023 load profile?
The Tiburon system should be designed either to meet the 2023 load profile upon installation or to be easily expanded to meet the 2023 load profile in the future. Bids that envision expansion should include an expansion plan with a components list and pricing (at today’s prices) to achieve the expansion. 

6. Do you have more granular solar data? 
We have updated the insolation data. Please use the new data which is slightly modified and includes modeling error estimates. 

7. Will you accept late submissions?
We have extended the deadline to May 26th 2017 at 10:00 AM ET. All proposals must be submitted by this time.
